The Application for Emergency COVID-19 Victim Services Relief Funds Has Closed

The California Office of Emergency Services (Cal OES) has asked the Partnership to reopen COVID relief funding applications. There is currently no funding associated with this announcement. If funding does become available, it will be awarded on a strictly first come first served basis as required by our funder. In receiving applications now, it is our goal to expedite processing and disbursement if funding is granted in the future.

The Office of Emergency Services (OES) has announced $6.1 million dollars in emergency response funds intended to support the needs associated with providing safety and services for victims of interpersonal violence – domestic violence, sexual assault, human trafficking, and child abuse during this time of social distancing. To facilitate the distribution of these funds, OES has contracted with the California Partnership to End Domestic Violence (the Partnership), Valor (Formerly the California Coalition Against Sexual Assualt), and the Children’s Advocacy Centers of California administered by the Child Abuse, Listening, Interviewing, and Coordination Center (CALICO) to serve as regranting agencies.

Eligible applicants

501(c)(3) organizations, government grantees, non-grantees, tribal programs and sovereign nations, and local service providers (including government entities, hospitals, and non-government entities) supporting the additional needs associated with providing safety and services to survivors of domestic violence and/or human trafficking during the COVID-19 pandemic.

Eligible Expenses

The grant performance period is January 1, 2021 – July 31, 2021. Funds may support additional client service needs due to COVID-19. Funds must be spent by July 31, 2021.

Funds may cover the following direct victim services and/or technology needs (needed to serve victims remotely) for agencies:

• Emergency shelter/housing
• Emergency food/clothing/personal care items (including gift cards)
• Utility assistance
• Information Technology support
• Laptops/Tablets
• Cell phones
• Cell service/data service
• Video conferencing memberships
• Audio/visual equipment
• Hazard pay (local agency must have appropriate policies in place)
• Administrative time off (local agency must have appropriate policies in place)
• Overtime
• Other needs directly resulting from the pandemic

Funding Requests

Funds may be awarded at full or partial amounts requested in order to provide assistance to as many organizations in the field as possible.

Organizations that have not received funds from the Emergency COVID Victim Services Response program prior may apply for up to $75,000.

Organizations that have received prior funds from the Emergency COVID Victim Services Response program prior may apply for up to $50,000.

Application & Funding Process

To submit the application, you will need the following :

• Completed Subaward Budget
• Allowable Indirect Costs Calculation Template (if applicable)
• Federal DUNS Number
• Current System for Award Management (SAM) Expiration Date
• Federal Employer ID Number
• 501c3 Letter (if applicable)
• Contact information for the official authorized to sign the documentation, the Equal Employment Opportunity Officer, and the Governing Board Chair

If your application is approved, the authorized official and governing board chair will receive a packet for signature that includes the following:

• Award Letter
• CO Program Face Sheet
• CO Program Certification Form
• CO Program Budget Form
• Partnership generated payment request

Once these documents have been signed and the Partnership has received award funds from CalOES, we will begin  processing the payment request, and funds should be received within 1-2  weeks.

Grantees  will be required to submit any invoices along with backup documentation (receipts, general ledgers, time cards as applicable) at the end of the grant period.

Reporting

Grant report forms will be provided upon award.

Reports due: July 1, 2021 and August 14, 2021

Timeline

OES has directed the Partnership to review applications on a rolling basis, and to award funds first come, first served. Online applications will open on June 2nd and be accepted until all funds have been awarded.
